摘  要:通过法律和政策保障所有公民的教育机会均等和教育权利平等是美国教育立法的精神实质。20世纪70年代以来美国一系列有关残障儿童的教育法规和政策就是保障残障儿童在接受教育方面享有教育机会均等和权利平等的缩影。Ensuring that all the citizens have equal educational opportunities and educational rights through laws and policies is the essence of educational legislations in America. Since the 1970s,the educational laws and policies for American handicapped children is a reduction of ensuring that all the American handicapped children have equal educational opportunities and educational rights. Based on the case study of The Individual with Disabilities Education Act and Amendments of IDEA, the probe into the measures of ensuring that all the handicapped children have educational right equality and equality of educational opportunity in America can provide some reference for ensuring the educational equality of handicapped children in China.
