城乡教育统筹发展中师范院校面临的困境及对策

摘　　要：为农村培养合格毕业生,促进城乡教育统筹建设,是新时期农村改革对师范院校提出的重要任务。然而,我国在计划体制下形成的一整套师范院校为农村教育提供服务的体制框架和运行机制,造成了农村不合格教师"出不来"、师范毕业生"进不去"等问题。对此,我们需要重建政府、市场以及师范院校之间的关系,进行体制与机制的创新。Under the planning system, we established the complete institutional framework and operation mechanism about ＂normal universities offer service to rural education＂. Now, this system is challenged, which embodies in： ＂life tenure system＂ makes unqualified teachers in rural areas occupy the teaching position for long time; the county-based management system leaves normal university graduates out of teaching field. Therefore, we need rebuild the relationship between government, market, normal universities and graduates of normal universities, and realize the innovation of the service system.
