摘 要:我国高等教育已实现从精英向精英与大众兼和阶段的战略转变,人事代理型大学教师再发展已逐渐成为解决这一战略转变过程中师资紧缺问题的有效方法。通过对"教师再发展与风险管理"内涵的科学界定,指出人事代理型大学教师再发展的相关途径及其存在的风险,运用风险管理相关理论透视相关风险的危害及其规避策略,这有助于我国大学教师队伍的合理稳定流动及素养提升,确保我国高等教育精英与大众兼和阶段的教育质量,进而为发展和谐高等教育与和谐社会做出应有贡献。We have achieved the stratagic transformation of the development phases of the higher education from the elite higher education phase to the integrative phase of elite and massive higher education in China and human resource vicar-system became an effective way to solve the problem of faculty shortage in this strategic transformation. This thesis defines scientifically those core concepts of faculty redevelopment and risk management, and points out the routes of the re-development of faculty and its risk,using the theory of risk management to analyze the harm and its evadable strategy of those risks, which help to advance the rational steady fluxion of faculty members and improve the faculty's accomplishment, to insure the education quality of this integrative phase and contribute to the construction of harmonious society and higher education.
