摘　　要：尽管国家出台了一系列政策法规来保证我国基础教育特别是西部城乡基础教育的持续发展和优先发展,但由于各种原因,这些政策和法规的实施衍生出了相应的教育难题,譬如在就近入学、一费制、寄宿制、农民工子女入学等方面就遇到许多困难和问题,使得西部城乡基础教育成了摆不平的跷跷板。Although China has a series of policies and laws to promote the development of urban and rural elementary education and especially give priority to the sustainable development. However, for different reasons, some educational problems are derived from the implementation of these policies and laws. For example, there are some difficulties and problems in the children＇s going to school nearby, one-fee system, lodging system, enrollment and so on, which make western China＇s urban and rural elementary education unbalanced.
