摘　　要：详细讨论了军队高等工科院校推进素质教育,培养创新人才的意义。对同素质教育、创新教育有关的几个问题做了初步辨析。结合军事工程教育课程建设,从转变观念,把握理论,调整关系,优化环境等方面,扼要提出了推进素质教育,培养创新人才应着重采取的几项宏观措施。In this paper, the authors discuss in detail the significance of carrying forward quality education in the Army's higher engineering institutions. They make preliminary analysis on somequestions concerning quality education and creative education. The authors also put forward some macro measures that should be specially adopted for advancing quality education and developing creative talents, like changing the outdated conception, grasping the modern educational theory, adjusting the relationship and optimizing the environment.
