摘 要:双语聋教育是近20年来国际聋教育发展的新理念、新趋势。它以人为本,把聋人手语作为聋童的第一语言,社会主流语言作为第二语言,全面培养聋童的语言能力、认知能力、社会能力。中国江苏与挪威开展的5年双语聋教育实验,在聋童发展、教师发展和学校发展方面取得了可喜的成果。本文介绍该实验的理论和政策基础、过程和措施、成效和经验、存在的问题以及结论和发展建议。Bilingual deaf education is an emerging concept that has gained widespread attention in deaf education all over the world. The fundamental emphasis of bilingual education is to accommodate the needs of deaf children, for whom sign language should be the first language, with the mainstream language as the second language. In bilingual deaf education, it is also important to cultivate all aspects of deaf children' s development, including children' s language ability, as well as cognitive and social skills. During the course of the five - year joint Sino- Norwegian SigAm Bilingual Deaf Education Project, the program has exhibited great progress in the development of deaf children, deaf education teachers, and project schools. The following article describes the basic theories and pohcies used in the implementation of this project. The article also discusses how the project is carried out and evaluated, as well as some achievements and experiences in the last five years. Finally, the article presents some problems that exist in the project's current form, and offers some conclusions and suggestions for further development.
