摘  要:我们讨论"公共性"不能脱离具体所指,它需要通过公共组织的构成、公共权力的运作、公共物品的提供和生产反映出来。公共性是教育的本质属性之一,它不同于教育的公益性。义务教育公共性分为实质公共性和形式公共性,前者包括有效性、责任性、中立性、平等性和公益性,是义务教育公共性的主要载体,后者包括参与性、公开性和可选择性,是实现实质公共性的重要保证。The sharing of interests is the essential property of linked with given object and is embodied by the structure of public publicness. When we discuss publicness, it is organization, the operation of public power and the supply and production of public goods. Publicness is one of the essential property of education and is different from the welfare of education. Publicness of compulsory education is made up of publicness and formal publicness. Essential publicness includes the validity of education, the obligation of state, the neutrality of education, the equality of education and the welfare of education, while formal publicness includes the participation in education, the open of education information and the selectivity of education. The former is the main carrier of the publicness of compulsory education; the latter is the important guarantee of the realization of essential publicness.
