摘  要:要实现人力资源对社会发展的推动作用,必须对人力资源进行开发,教育的发展是人力资源开发的关键,实现人力资源向人力资本的转变必须更新教育观念,大力推进素质教育,加快教育体制的创新,实现教育的均衡发展,创造良好的环境,加强人才的国内外交流。In order to give full play to the role human resources in pushing forward social development, an exploration of human resources is a must. And the key to exploring human resources is through developing education. To accomplish the transformation from human resources to human capital, we should vigorously advance education for all-round development of students, accelerate the innovation of educational systems, strive for a balanced development of education, create favorable educational environment, and enhance communication and exchanges of talents both domestically and internationally.
