摘  要:高校建立和完善教师聘任制是建立现代大学制度的重要条件,是实现高校科学发展的必然要求。我国高校教师聘任制在改革和实施过程中还存在许多问题:如政策保障不完善、改革力度不深入、思想认识偏差忽视培养与聘任的关系等。国家现行人事制度和高校自身决策机制的不完善是造成这一问题的主要原因。以建立适应现代大学发展需要的高校教师聘任制度为方向,进一步健全高校教师聘任的激励机制、评估机制、流动机制及培养机制,是高校教师聘任制度改革的着力点。Establishing and perfecting the appointment system for college teachers in universities is an important condition for the establishment modern university system and an inevitable requirement for the scientific development of universities. There are many problems in the process of reforming and implementing the appointment system for teachers in universities in our country, such as, the policy guarantee being not perfect, the intensity of the reform being not thorough, the ideological understanding being not unified, and the relationship between training and recruitment being neglected. The present personnel system of the country and the decision-making mechanism of the universities are imperfect, which are the primary cause for the above problems. In order to facilitate the reform of the appointment system for college teacher, emphases should be laid upon such aspects as, first, establishing an appointment system which is adaptable to the development needs of modem universities, and second, improving the incentive mechanism, the appraisal mechanism, the flow mechanism and the cultivation system of the appointment system for college teachers.
