摘 要:近年来,各地自发性地进行了公务员薪酬制度改革,但没能从根本上解决一直存在着的、困扰我国公务员薪酬制度改革实践的难题,即全国"统一"难题和职务、级别二元结构难题以及工资水平确定难题。其破解思路分别是:在公务员的工资结构上,适度加大基本工资的比重,降低津贴、补贴和奖金的比重,制定基本工资全国统一发放制度;建立职务与级别分立的两种体系,借鉴宽带薪酬的做法对我国公务员的薪酬进行改革,分类定薪,注重绩效;建立一个独立的社会薪酬调查机构。China's existing civil service pay system is followed the implementation of the level of wage system,that is,wage system on job grading,since 1993,after "Temporary Regulations on National Civil Servants" implemented;which a lot of questions are still existing in institutional design and practice.In recent years,the reform of the .civil service pay system were spontaneously carried through everywhere;which however,can not have been able to fundamentally resolve the problems which always existing and puzzling China's civil service pay system reform challenges,those are National "unification" problem;the dual structure problems of duties, distinction;difficulties of determining wage levels.The ideas of solving the national "unification" problems are:in civil service pay structure,moderately increasing the proportion of basic wages,lowering the proportion of baksheesh,subsidies and bonuses;the national unified payment system of basic wage,or economically underdeveloped provinces issued by the Central Finance,economically developed provinces issued by the provincial finance.The ideas of solving the dual structure problems of duties,distinction are establishing the two systems to separate duties and distinction;using broadbanding salary and reward for references to reform China's civil service pay system;classifying salary,pay attention to performance.The ideas of solving the problems of confirming wage level are establishing an independent social pay investigative institution.
