中国城市流动人口道德状况及其引导对策--以上海为例

摘　　要：通过深入细致的社会调查,在了解和把握上海市流动人口的道德状况的基础上,就提高城市流动人口道德素质的对策进行了深入探讨。调查显示,夫妻关系和谐度较高,对婚前性行为较婚外恋宽容,择友时注重伦理因素,守时观念较强,有较高的公德意识,有一定的助人精神,注重赚钱手段的合道德性,环保意识强,看重才能、知识、成就等价值标志,有较强的集体观念,幸福观既有理想色彩又注重现实因素,这些都是上海市流动人口道德素质中的积极因素;而重人情,践行公德水平低,过于注重金钱而忽视德性、名誉和贡献等价值标志,是其道德素质中亟需提高的方面。具体到引导对策,在指导思想上应坚持四个相结合,与此同时,还要积极发挥政府的作用,加强社区道德建设,完善公共设施,加强行业自律和对流动人口的岗前职业道德培训,健全竞争机制,加强道德教育和法制建设,以进一步完善城市流动人口的道德素质。On the basis of a good grasp of the moral status quo of the mobile population in Shanghai through painstaking and profound social investigations, the writer of this paper conducts a thorough exploration of various measures for improving the moral character of mobile people in cities. The findings show the following positive elements in the moral qualities of mobile people in Shanghai ： a relatively good harmonious relationship between husband and wife ; being more tolerant of premarital sex than of extramarital affairs ; while choosing friends paying attention to their morality ; having a relatively strong sense of punctuality; possessing a relatively high sense of social ethics ; being sort of ready to help others ; making a point of earning money by fair means ; demonstrating a strong sense of enviromnental protection; attaching much importance to such value marks as one＇ s talent, knowledge, achievements, etc; showing a relatively strong sense of collectivism; their concept of happiness touched with ideal colors and concerned with consideration of reality. Meanwhile, the results also display undesirable elements in the moral character of mobile people in Shanghai which need to be improved ： setting a great store on human feelings ; showing a poor level of public morality; attaching too much importance to material life or money to the neglect of such value marks as morality, reputation, and contribution. As for guiding measures intended to improve them, ideologically, we should hold on to ＂the four combinations＂; meanwhile, it is necessary to bring the government＇ s functions to the fullest, to strengthen morality construction in communities, to improve public facilities, to reinforce self- discipline in different walks of life and intensify the training of mobile people in work ethics before they are assigned jobs, to perfect competition mechanisms, to enhance morality education and heighten the building - up of our law system so as to further raise the moral qualitities of mobile people in cities.
