摘　　要：高等职业教育在发展进程中存在许多问题,其主要原因之一在于高职院校缺乏科学合理的发展战略规划和制订规划的能力不足,以及对发展战略规划的重大意义缺乏认识,持轻视态度。为此,高职院校发展战略规划的制订与实施应:明确目标,准确定位;凝练特色,突出要点;发扬民主,群策群力;整合资源,保障到位。Higher vocational education has faced with many problems in the development process, and the main reasons are： higher vocational colleges usually don＇t have scientific and reasonable strategic development plan and don＇t recognize the significance of making strategic development plan. Therefore, in order to make and implement strategic development plan, higher vocational colleges should clarify objectives and orient rightly; refine characteristics and stand out important points; carry forward democracy and pool the wisdom and efforts of everyone; integrate resources and carry out assurance.
