摘 要:党的十七大报告将增强改革措施的协调性作为提高决策科学性的重要举措,对政策执行的有效性给予高度重视。近年来,我国教育政策执行出现了许多失真现象,严重阻碍了教育事业的健康发展。究其原因,不乏教育政策执行协调性的缺失。从理论上讲,教育政策执行的协调性符合政策本身所具备的协调功能,符合唯物辩证法的基本要求,符合行政管理的基本要义。从内涵上看,教育政策执行的协调性是教育事业健康发展的必然要求,是"以人为本"思想的具体体现,是教育领域落实科学发展观的重要举措。实现教育政策执行的协调性要处理好四种关系,即教育政策制定主体与教育政策执行主体间的关系、教育政策执行各环节的关系、教育政策所涉及各利益主体的关系、教育政策执行与影响教育政策执行的各外在环境的关系。Since it was reported on the 17th National Congress of Communist Party of China, enhancing the coordination of reformation measures has been an important move to improve the scientific of decision-making and great importance has been attached to the validity of policy implementation. In recent years, there were many distortion phenomena arising during the education implementation, which impeded the health development of educational bussiness. Its basic reason is the lack of the coordination of educational policy implementation. Theoretically speaking, the coordination of the implementation not only accords to the mediation function of the policy itself, but also the requirements of materialistic dialectics and administrative management. From the perspective of meaning, the coordination is the inevitable demands of the health development of the educational bussiness. It is also the concrete manifestation of the "people-oriented" concept and the interior requirements of implementing the scientific development concept in the educational filelds. In order to achieve the coordination, four relations are required to be well dealt. They are the relation of the principal parts between educational policy-making and educational policy implementation, the relation at all these stages during the implementation, the relation of the stakeholders related to the educational policy, the relation between the implementation and all the external environments which influenced the implementation.
