摘  要:对北京市M县的案例研究表明,交流教师对交流政策的总体满意度较低。政策实施中存在着交流教师选拔标准偏低,交流教师和交流学校缺乏自主选择权,交流教师的派任与专业不对应,交流时间过长、交流形式单一,考评主体不合理、考评标准不统一,相关配套措施不完善等问题。需要从交流教师的问题和需求出发,进一步改进城乡教师交流政策,以更大程度地激发政策效能。The case study on the M County of Beijing City has shown that the overall satisfaction level of the exchange teachers to the exchange policy is relatively low. There are various problems during the policy implication as follows: the selection criteria of exchange teachers is relatively low, the exchange teachers and schools are lack of the rights of free choice, the appointment of exchange teachers are not corresponding to their specialties, the time of exchange is too long, and the form of exchange is simple; the subject of evaluation is unreasonable, and the standard of evaluation is non-uniform; the relevant supplementary measures are imperfect. We should begin with the problems and requirements of the exchange teachers to further improve the exchange policy for the urhan and rural teachers, so as to arouse the policy effect to a much larger extent.
