摘　　要：印度的几代领导人都非常重视基础教育在提高国民整体素质中的作用,重视基础教育领域的改革与创新。但是,由于国情独特,影响因素复杂,印度普及8年义务教育的目标尚未实现,统一学制结构的努力也没有取得完全成功,普及中等教育的任务更是在短期内难以实现。Since Independence, national leaders of India have realized the important role of basic education in promoting the overall quality of the nation, and give great support to the reform and innovations in the area of basic education. Due to the unique conditions＇ of India and complicated factors, neither the universalization of 8-year compulsory elementary education nor the common school system has been fulfilled, and it would be very hard for India to achieve the universalization of secondary education within the short time.
