摘　　要：科学的整体设计与有效的实践方式是推进学习型城市建设的基石。发展社区教育、构建学习型社区是构建学习型城市目标的重要工作,应以终身教育为切入点,建设学习型社区、建立各种学习型组织,以点带面,构建有序、科学的管理体制,完善建设学习型城市的规划,整合全社会的教育资源,充分调动社会各界力量,使构建学习型城市成为可能。The scientific overall design and the effective practice way are the cornerstones for promoting learning city construction. The development of community education and constructing learning community is important for building learning city. Taking the lifelong education as the breakthrough point, building a learning community, establishing a variety of learning organization, from point to area, building an orderly, scientific management system, improving the learning city planning and educatioinal resources of the whole society, and mobilizing community forces, make it possible to construct learning city.
