摘 要:建国后,浙江省特殊教育经历了两个阶段:1949年至"文化大革命"结束,是初步展开阶段;"文革"结束后至今,是快速发展阶段。经过60年的发展,浙江特殊教育取得了长足进步,促进了残疾儿童权益保护工作。历史经验是:政府高度重视是前提,经济社会发展是基础,制定政策法规是保障,加大投入是关键,统整特殊教育发展与残疾儿童权益保护是深层动力。当然,浙江省的特殊教育也面临诸多亟待解决的问题。The special education in Zhejiang Province, China passed two stages after the founding of the Peopie's Republic of China. The first stage was the initial development of Zhejiang' s special education from 1949 to the end of the Cultural Revolution. The second stage was the rapid development of Zhejiang' s special education after the Cultural Revolution. Over the past six decades, special education in Zhejiang Province has accomplished brilliant achievements and promoted the protection of the fights of children with disabilities. Historical experience shows the following. Firstly, the provincial government's great concern over Zhejiang' s special education is the prerequisite of its development. Secondly, the economic growth is the basis of the development of Zhejiang' s special education. Thirdly, the stipulation of relevant policies and regulations is the guarantee of Zhejiang's special education. Fourthly, the increasing investment is the key to Zhejiang' s special education. Fifthly, integrating the development of special education and the protection of the rights of children with disabilities is an underlying motive force. Of course, there are many problems facing Zhejiang's special education.
