高等教育如何树立科学的教育质量观

摘　　要：《国家中长期教育改革和发展规划纲要(2010-2020年)》(简称《纲要》)提出:"提高质量是高等教育发展的核心任务,是建设高等教育强国的基本要求。"本刊就此约请我校部分教育学专家,从树立科学的高等教育质量观;正确处理高等教育质量和公平的关系;发挥高等教育对区域经济社会的服务和引领作用;通过大学章程建设促进高校自主办学;通过制度激励师生教与学的积极性;加强重点学科建设彰显高校办学特色;完善高等学校的教育质量保障机制等几个方面进行分析研讨,以期推动对《纲要》精神的学习贯彻。＂The Plan and Outline of formation and Development of the Medium to Long Term Education in China＂points out,＂Quality is the primary task for the development of higher education and basic requirement of constructing educational power.＂To promote the study and implementation of the file,this journal invites some educators in our university to analyse and discuss it in the following aspects： establish the concept of scientific education quality,tackle the relationship between quality and fairness in higher education,play the service and guiding role to regional economic society,promote universities＇autonomous management,stimulate students and teachers＇ initiative in study and teaching through system,highlight characteristics through constructing important discipline,perfect assurance mechanism of educational quality.
