摘　　要：三、宁波学前教育新制度的构建 宁波学前教育新制度主要包括幼儿园园舍建设制度、学前教育机构举办制度、财政经费投入制度、收费与财务管理制度、教师聘用管理制度、教师待遇保障制度、教师培养发展制度、学前教育管理与服务制度等。There are some problems existing in the preschool education in Ningbo that should be due to the current Ningbo education system. Based on the background of the reformation of social public service system, the new designing of preschool education system obeys several principles, especially strengthening the government＇s duty. The practice of new system has been taken up two years and plays an active part in the development of preschool education in Ningbo, but still need to make better in the future.
