摘　　要：城乡基础教育资源配置的不均衡现象长期存在,直接导致了新疆城乡教育发展的不均衡,进而导致农村学生话语权、生存质量权的不平等。文章试图对新疆城乡教育资源配置现状做出客观描述,并分析造成不均衡现象的原因,以期引起政府、社会的关注。The unbalanced resources allotment between urban and rural basic education has long existed, which will directly cause the unbalanced development between urban and rural education in Xinjiang. Furthermore, it will lead to the unfairness of the speech rights and life quality of the rural students who will be the important citizens in rural areas in the future. The paper tries to give a faithful description of the resources allotment in urban and rural areas in Xinjiang and analyzes causes of the unbalanced situation in order to draw the attention of the government and society at large.
