摘　　要：完全学分制是学分制发展的最终阶段,是理想的学分制模式。学分银行能促进学生自主学习,拓展高等教育资源,是实现完全学分制的重要途径。本文从管理体制、实施平台、运行机制、服务系统、质量保障等环节入手,对基于学分银行的完全学分制构建策略进行了探讨。Complete credit system is the final stage of academic credit system evolvement,and it＇s an ideal model.The system can improve the ability of self-study and explore high education resource.It＇s an important method for fulfilling complete credit system.This article,starting from management system,implementation platform,operation mechanism,service system,and quality control,discusses the strategies to build a complete credit system based on credit bank.
