现代大学教育管理思想的正义诠释

摘　　要：现代大学以建立现代大学制度为特征,其教育管理思想体系包括宏观层面(学校与外部的关系)和微观层面(学校内部的关系)。宏观层面包括政府宏观管理、市场适度调节、社会广泛参与、学校依法自主办学;微观层面包括校长负责、教学自由、学术自治、科学管理、民主决策。现代大学管理思想和管理正义的目标是一致的。转变政府职能,大学自主办学,是为了实行程序正义,提高管理效率;尊重知识,尊重人才,教学自由,是为了实行目的正义,体现人本关怀;科学管理,民主决策,是为了做到手段正义,体现决策的民主和公平;强化服务和责任意识,提高管理水平,是为了实行实质正义,更好地为广大师生服务。The distinguishing feature of modern universities is the modern university system,a part of which is the concept of educational administration at both macro-level and micro-level.The macro-level administration includes governmental administration,proper market regulation,extensive social involvement and legal autonomy of the higher education.And the micro-level includes President＇s accountability,freedom of teaching,academic independence,scientific management and democratic decision-making.Basically,this concept points to the goal of justice in administration.To transform the functions of the government and to insure the independence of universities is to realize procedural justice and management efficiency;to show respect for knowledge and talents and to protect teaching freedom is to realize justice in purpose and humanistic care;to manage scientifically and make decisions democratically is to achieve justice in methods and democracy and fairness in decision;to improve service,sense of responsibility and management is to practice the justice.
