摘　　要：上海城市发展已进入城郊一体发展的新历史阶段，基础教育如何进一步实现公平均衡发展，提高优质发展效率，是上海教育面临的新挑战。为此，研究者选取了上海正在探索与实践的郊区义务教育学校“委托管理”这一“改革点”，梳理现状，讨论问题，探究基础教育城郊资源共享、创新发展方式和管理方式的新途径，并为上海市教委完善“委托管理”机制，推进教育公共管理创新提供建议。Shanghai urban development has entered a new historical suburban development stage, The foundation education on how to realize education fairness balanced development, and improve quality development efficiency is Shanghai education faces new challenges. So the researchers chose Shanghai is exploration and practice education school suburb of obligations ＂by management＂, the one ＂reform dot＂, combing the status quo, discussing issues, explore basie education suburban resource sharing, innovation and development mode and management mode, and new ways for Shanghai municipal education commission, perfecting the entrusted management mechanism, promoting education public management innovation for advice.
