摘 要:教育均衡是保证教育公平的基石,均衡发展的教育一定是公平的教育。因此,教育均衡发展就是为消除教育不公平而提出的一种教育发展的理想态势。但目前我国义务教育发展在经费投入、教学条件、师资力量等方面都存在着不均衡。因此,为了促进义务教育均衡发展,实现教育公平,可采取以下多种措施:完善国家对贫困地区的资金扶持政策,均衡义务教育财政投入;改变"以县为主"的经费投入体制,明确各级政府的财政责任;合理调整和规划区域内学校的布局,促进优质教育资源共享;优化农村中小学教师队伍结构,加强师资的培养和培训。Educational balanced is the cornerstone of guaranting educational fairness, education of balanced development must be fair education. Therefore, the balanced development of education is a kind of the ideal education development trend to eliminate unfair education. But at present there are many unfair aspects in China on funds, teaching conditions, teachers and so on. We should make many effective measures to promote the balanced development of the compulsory education and realize fair education. Government should provide the poor area with financial sustaining policies and increasing financial investment; change the funds investment system of "county- based"and clear fiscal responsibility of government at all levels; adjust and plan the layout of school in the area reasonably, promote quality education resources sharing; optimize the teachers' construction of the rural primary and secondary school, strengthen the teachers' cultivation and training.
