摘 要:准确定义食品生产加工小作坊,是制定小作坊监管法规和科学开展监管工作的基础。本文在对目前已有的食品生产加工小作坊的定义进行评价的基础上,提出应当将食品生产加工小作坊作为一种正常的生产经营形式来对待,并进而从小作坊自身的特点出发,对小作坊做出明确定义,将食品生产加工小作坊定义为生产规模较小、生产工艺稳定、过程控制容易、产能在一定范围内的非法人食品生产加工单位,实施目录管理、产能限制、组织形态限制三项限制措施。本文还进一步分析了小作坊与食品取证企业、农产品生产单位、食品摊贩、现做现卖等食品生产经营形式之间的区别,理清了小作坊的边界。The accurate definition the small workshop of food production,is makes the small workshop supervision laws and regulations and the science development supervision work foundation.This article in carries on the appraisal to the present existing small workshop's definition in the foundation,proposed that must take the small workshop of food production one kind of normal production operation form to treat,and then embarks from small workshop own characteristic,makes the define clearly to the small workshop,processes the small workshop to define is small as the scale of production,the technique of production to be stable,the process control easy,to produce can the illegal person food production Process unit based on this,the implementation table of contents management,produce can limit,the organization shape to limit three restrictive measures.This article has also further analyzed the small workshop and food evidence collection enterprise,the agricultural product Production unit,food stall keeper,does on the spot presently sells and so on between food production operation form differences,has cleared off the small workshop boundary.
