摘  要:中国高度重视高等学校家庭经济困难学生资助工作,资助力度不断增强,使部分贫困生的经济困难得到了有效缓解。但高等学校资助工作仍存在少数贫困生得不到资助、少数家庭经济不困难学生得到资助、重复资助、少数学生用资助金进行高消费及造假骗取资助金等现状,其原因有学生家庭经济状况认定难度大,缺乏科学客观的标准;资助工作缺乏稳定性,资助项目之间缺乏整合;注重资助的前期评定,缺乏对资助资金去向的监管,应通过优化家庭经济困难学生的认定过程;促进资助项目之间的有效整合;加强受助学生资助资金使用去向的监督;扶贫性资助基础上尝试进行发展性资助等途径来提高资助资金使用效率。College of the Chinese government attaches much importance to subsidize the country's poverty-stricken college students and has been continuously strengthening its efforts in this aspect.Many of the subsidized poverty-stricken college students have been effectively alleviate the economic difficulties.Nevertheless,problems still exist in governmental subsidization.For example,some really needy students fail to be subsidized;some students who are not really poor can easily get subsidies,even repeatedly;some students who have been subsidized seek upscale consumptions;and others practice cheating in order to be subsidized.The problem are widely thought to be caused by the facts that the university authorities lack of a practical effective standard and have great difficulties in checking students' family finances;some governmental subsidy projects lack of stability and integration;and an effective supervision for the projects often is absent.In order to improve the availability factor of the subsidies,suggestions are made,such as optimizing the process of checking students' family financial situations,promoting the integration of the governmental subsidy projects,strengthening the supervision of subsidization and trying practicing development-oriented subsidization.
