摘　　要：如何建设科学、有效的高校内部质量保障体系已成为当前高等教育理论研究与实践探索的热点与难点问题。文章在对首轮评估分析的基础上,找准传统内部质量保障体系的局限性,提出新时期高校内部质量保障体系建设的基本思路:以人为本,全员参与,凸显体系建设的主体性;全面管理,全程控制,突出体系建设的全局性;协调运行,动态调整,实现体系发展的持续性。How to build scientific and effective internal quality assurance system has become the focused and difficult problem of current higher education on the theory research and practical exploration. Based on the analysis of first teaching evaluation, the paper identifies limitations of the traditional internal quality assurance system, and proposes basic ideas on constructing the internal quality assurance system in universities： people - orientation and full participation to highlight the subjectivity of system construction ; comprehensive manage- ment and overall control to outstand the globality of system construction; coordinated operation and dynamic adjustment to realize the sustainable development of system.
