摘　　要：文章分析教育技术学晋升一级学科遭遇的失利的三大原因,对《学位授予和人才培养学科目录(2011年)》贯彻《纲要》提出八点质疑,认为《纲要》存在三个缺陷,并对评审程序提出7点建议。最后参与高教司的关于教育技术学更名的讨论,认为这是将来晋升的一次良好转机。This paper analyzes three major failure reasons for upgrading Instructional Technology to first level discipline.It also give eight doubts for implementing the outline of training and degree-granting academic catalog（2011） and introduce three defects for outline and proposed seven advice for review process.Finally,participation in discusstion for changing name of Instuctional Technology by Higher Education Department of Educational Technology,considering this is a good turn for the better future promotion.
