摘　　要：推动教育均衡发展,实现教育公平,需要依靠高质量的教师队伍来完成。创建教育强县是陕西省政府从2000年启动的"新世纪教育振兴行动计划"的重要内容,至今已建成10个教育强县。这一行动政策为教师教育提供了一个制度创新和深化改革的新契机。本文在课题调研的基础上,探讨了教育强县创建对县域内教师队伍建设的推动作用,提出需要进一步解决的一些重要问题。To achieve the equilibrium and equity of education,effective teacher education is pre-requisite.Establishing advanced county on education is a significant content in Shaanxi Provinces' plan for accelerating the growth of education in the new century.Such practice has offered an opportunity for deepening the innovation and reformation of education system.Nowadays,ten advanced counties on education have been set up since the action formally launched in 2000.During the period of setting up advanced county on education,constructing teachers' team is one of the most important respects.This paper probes into the effect of establishing advanced county on education on the constructing of teachers' team,and analyzes the problems in the practice which still need to be solved.
