摘 要:随着人民生活水平的不断提高和城市化进程的加快,交通拥堵状况在全国各大城市日益突出,成为亟待解决的一大难题。拥挤收费是一种能够有效缓解城市交通拥堵的交通需求管理手段,在国外的很多城市已经被采用并且取得了良好的效果。首先介绍了目前交通拥挤的状况及道路拥挤收费的有关理论;然后通过借鉴新加坡和伦敦成功实施交通拥挤收费的案例,根据上海市的地理位置、城市发展情况、人口、道路面积及拥堵状况,对上海实施拥挤收费进行了可行性分析,并提出一些建议。With the improvement of people's life and fast developed urbanization process in our country, the traffic Congestion has become a severe problem which needs an urgent solution. As an effective measure of traffic demand management, Congestion Pricing is capable of improving urban traffic congestion, which has been successfully adopted by many intemational cities and achieved good effects. This paper firstly introduces the current status of traffic congestion and the relative theory of congestion pricing, and then analyses the feasibility of Congestion Pricing in Shanghai city through learning Singapore and London, which successful implemented traffic Congestion Pricing. And finally, according to Shanghai' s geographical location, economic development, population, road area and the current traffic conditions, an implementary analysis of Congestion Pricing in Shanghai is presented with some suggestions and recommendations.
