摘  要:职业教育是具有明确职业指向性的教育,这是其与普通教育的主要区别之一,也决定了职业教育的发展必须密切关注地方经济发展和产业结构调整对人才的需求。职业教育另一项重要功能就是提供教育机会,满足人们的受教育需求,体现教育公平和人本关怀。因而,服务经济和人本关怀就构成了职业教育发展的基本价值取向。基于此,职业教育发展的理想模式应是兼顾服务经济和人本关怀两大功能,且综合价值最大化的动态平衡模式,其中中高等职业教育的协调发展是其重要组成部分。Vocational education has specific professional directivity, which is one of its major differences with general education, and decides that its development has to intimately pay attention to the demand for talents of the development of local economy and the adjustment of industrial structure. Another important social function of vocational education is to provide suffecient education opportunities so as to satisfy people's educational demand .and reflect education equality and "human care". Therefore, serving economy and "human care" compose the basic value orientation of vocational education development. Based on this, the ideal model of vocational education development should be a dynamic balance model which gives equal consideration to serving economy and "human care", and has reached the maximization of comprehensive value, and coordinated development of secondary and higher vocational education is an important part of it.
