全民教育视野下的教育应急与重建——2010《INEE最低教育标准》述评

摘　　要：21世纪后,教育应急与重建作为全民教育中不可缺失的领域,保护了处于紧急情况下的受教育群体。为了帮助受紧急情况影响的国家或地区进行教育应急与重建,联合国专门成立了针对教育系统应急与重建的全球合作网络。2010年,该网络发布了教育应急与重建领域的最新标准——《最低教育标准:预防、应对、恢复》,其内容、特点、运用与发展方向在原有标准的基础上作出了修订,新标准体现了当前国际社会教育应急与重建的基本内容。In recent years,as a non-missing part in the EFA,education in emergencies and reconstruction has protected many education groups in case of emergency.In order to help the countries or regions in emergencies,the UN has conceived an open global network,Inter-Agency Network for Education in Emergencies in 2000.In 2010,INEE updated the standards and released the Minimum Standards for Education ：Preparedness,Response,Recovery.The new standards based on the old one,through updating the content,feature,implementation and development direction,contains the main content of the education in emergencies and reconstruction in the international society.
