摘  要:绝大部分中小学生在公民意识方面有较强的国家意识、权利义务意识、独立自主意识和公德意识,但缺乏付诸实践,存在知与行的脱节。其主要原因在于学校教育缺乏对公民意识养成的落实,家庭教育缺乏公民意识养成的氛围,社会教育缺乏对公民意识养成的责任担当。只有扭转以升学率为主导的教育观念、充分发挥学校主渠道作用,构建民主平等和谐的家庭关系,创建公民意识养成的良好社会环境,让公民意识在家庭中奠基、在学校中强化、在社会中升华,才能确保中小学公民意识养成取得实效。In terms of sense of citizenship, most primary and middle school students have strong sense of nation, rights and obligations, independence and ethics. However, due to the lack of practice, there is a disjointing point between knowledge and doing. The main reasons lie in the lack of citizenship sense practice in school education, the lack of citizenship atmosphere in family education, the lack of citizenship responsibility in social education. Therefore, the building of citizenship sense could produce concrete results from the change of leading concept of enrollment quotas, from playing the major part in school education, from building harmonious family relationship with democracy and equality, and from building good social environment.
