普及·优质·公平·均衡:奥巴马政府学前教育新政管窥及启示

摘　　要：美国奥巴马政府采取系列举措促进学前教育发展，包括：单列学前教育经费，健全财政运行机制；创新学前教育发展模式，建立高质量标准；成立专门领导机构，加强学前教育领导；增加保育经费，改善学前教育质量；提高幼儿教师待遇，保障幼儿教师培训；关注弱势幼儿群体，确保学前教育公平，等等。从这些举措可以看出，奥巴马政府学前教育新政具有注重普及、追求优质、强调公平、注重均衡等特点，这对我国进一步推进学前教育的发展具有重要的启示意义。Obama administration take a series of initiatives to promote pre-school education development, including separate funding for pre-school education to perfect iinancial operation mechanism; innovating model of pre-school development to establish high quality standards; building up a special leading institutions to strengthen pre-school leadership; increasing conservation funding to improve pre-school education quality;, raising the income of early childhood teachers and ensuring the training of kindergarten teachers; concerning the vulnerable groups of younger children to ensure that pre-school education fairness, and so on. From these initiatives can we see that they have the traits of popularity, high quality, fairness and balance,which have important inspirations to further promote the development of China＇s preschool education.
