摘  要:本文对1998年以来教育部批准的10所高校所进行的现代运程教育试点现状,从办学(专业、层次、招生、教学站点、教学管理和质量控制)及软硬件建设(传输技术、交互技术、资源建设、资金投入和合作方式)等多方面进行了简要的比较分析。在肯定试点取得初步成功,归纳了试点取得的经验和共识的基础上,运用远程教育的基本理论和分析方法,针对试点存在的一些热点和难点问题,对现代远程教育的基本概念、成功开展远程教育的两个关键要素(学习材料和学习支持服务)、资源建设、远程教育的质量和效益、媒体技术、科学研究和队伍建设,以及关于处理校内外关系与合作引资等问题进行了理论分析和实践辨析。China Modern Distance Edication Project (CMDEP) has entered a critical development period now. Thispaper gives a brief analysis on the Modern Distance Education Pilot Programs (MDEPP) in ten universities (including Qinghua University and CHTVU) approved by the Ministry of Education since 1998 in terms ofprogram delivery (specialty, academleiie level, recruitment, study-center, teaching and learning management and quality control) and infrastructure development (transmission technology and interactive technology, resource de-velopment, fund investment as will as cooperation method).Applying distance education fundamental theories and analytic appraise, the writer analyses several hotand difficult issues exists in MDEPP. These issues include the fundamental concept of distance education,learning materials and leamer support which are two key issues in distance education, resource development,distance educational quality control and cost-effectiveness, medium technology, research and staff training, aswell as management of on-campus and off-campus relations and cooperation with other business organizations.Through academic analysis, this paper suggests some original thoughts on the development of MDEPP andCMDEP.
