摘　　要：科技教育的发展与进步决定了一个国家、地区经济的强弱,随着知识经济时代的到来,加快实施“科教兴国”战略已成为中国实现跨世纪发展的现实和迫切的选择。地方政府实施“科教兴国”战略需要积极稳妥地推进科技、教育体制改革 ,建立充满生机和活力的科教发展新体制和新机制 ;在国家创新体系框架内抓好城市创新体系建设 ,不断调整、优化经济结构 ,加速经济发展。Whether the development and advancement of science, technology and education is or not means that the economic development of a county or region is strong or weak. The paper points that during carrying out the strategy of “prosperity of the nation by improving science and education”, local government will advance the reform of the system of science, technology and education, set up actively new mechanism. Meanwhile, local government must optimize the economic structure, build urban innovation system and accelerate the economic development in the frame of national innovation system.
