摘　　要：本文运用抽象法、经验总结法和实证法,探讨了从学习者角度建设开放教育课程学习资源体系的问题。并以网络课程设计为借鉴和比较对象,以便更加清楚地理解开放教育学习资源设计建设的特性和自身价值。本文通过学习资源与教学资源的辨析,把握学习资源的特征,提出优质学习资源的标准,找出了当前学习资源设计上的偏向,并从物业管理专业课程资源体系实践出发,提出了构建开放教育有效学习资源体系的思路。This paper adopts abstract analysis,experience analysis and empirical analysis to explore the question how to construct an effective learning resources system for open education.This study takes the network courses design as the example to illustrate the characteristics and unique value of open education learning resources construction.The study differentiates learning resources from teaching resources,and summarizes features of the former,especially those of good ones.The study exposes some current problems,and relating to the practice of Property Management Discipline,proposes the way to develop an effective learning resources system in the open education context.
