摘　　要：电大体制是政府和电大共同关心的问题。先上马后备鞍导致电大体制历来没有统一的模式。以县级电大为切入点,以宁波广播电视大学系统为分析对象,对县级电大四种类型体制现状进行剖析,并用SWOT分析方法对其走向进行了思考,以期为政府等部门决策参考。RTVU development is a common concern of the governments and the universities lacking uniformed mode owing to the running pattern of first setup and then construction.This paper analyzes four types of County-level RTVU systems in the case of Ningbo Radio and TV University,thus displaying the trend of the university advance through SWOT discussion to provide suggestions to governments＇ decision-making.
