摘 要:通过对天津市41所中、高职院校"双师型"教师队伍建设现状进行调查发现:职业院校"双师型"教师队伍的数量和质量得到了提高、结构得到了优化,但院校之间存在不均衡现象;职业院校形成了各具特色的"双师型"教师管理机制,但在管理规章制度的落实及实现科学规范管理方面仍需改进;职业院校开展了多层级的"双师型"教师培训项目,进一步创新了"双师型"教师培养模式,但师资培训质量仍有待提高,仍需社会力量的有效介入;一批具有开创性意义的"双师型"教师队伍建设的政策已经出台,但存在执行偏差现象,仍亟需统一的、具体可操作的"双师型"教师队伍建设政策。基于此,天津市职业院校应在政策层面、制度层面和实践层面采取相应策略,进一步提高和完善天津市职业院校"双师型"教师队伍建设的质量。By means of the survey of the development of "double-competency" teaching staff in 41 secondary & higher vocational colleges in Tianjin, it has been found out that the quantity and quality of the "double-competency" teaching staff have been improved and the structure has been optimized, but the imbalances exist among the colleges; the vocational colleges have developed into formed a distinctive "double-competency" teacher management mechanism of their own, but much yet remains to be improved in terms of the implementation of management rules and the real- ization of scientific and standardized management; vocational colleges have carried out multi-level "double-competen- cy" teacher training programs and further innovated the training model but the quality of teacher training has yet to be improved and still needs the effective involvement of the nongovernmental sectors; a number of groundbreaking policies for the development of "double-competency" teaching staff have been introduced , but the deviated implementation still exist and the unified and workable policies are urgently needed. Therefore, vocational colleges in Tianjin should take appropriate strategies in terms of policy, system and practice to further improve the quality of the development of their "double-competency" teaching staff.
