摘  要:推进义务教育均衡发展,是我国现阶段乃至未来较长时间内教育事业发展的重要战略任务。我国义务教育阶段的信息化建设,先前存在的发展失衡问题依然存在,而由经济、文化、政策等多种因素所造成的"数字鸿沟"、"城乡错层"等问题,反而在一定程度上又加剧了教育的不均衡现象。信息技术的快速发展与广泛应用,已经成为推动教育均衡发展的强大动力。虽然在这个过程中,信息技术的教育应用价值存在着一定的周期滞后性和路径依赖的特性,但通过有效地实施媒介素养教育、优质资源共建共享、分类分层分步发展、深化创新应用模式、开展科学的评价激励等对策,信息技术必将能够促进义务教育的均衡发展和优质发展,最终实现教育质量和水平的全面提升。To promote the balanced development of compulsory education is an important strategic task for our country s education development at this stage and even in the relatively distant future.The pre-existing imbalanced development of information construction at compulsory education stage still exist,and the issues like ' digital divide',' urban-rural split-level ',and so on,caused by a variety of factors such as economy,culture,policy,exacerbate the imbalances of education to some extent.However,the rapid development and wide application of information technology,has become a strong driving force to promote the balanced development of education.Although in the process,the value of information technology to education is characterized by a certain periodic lag and path dependence,through the effective implementation of media literacy education,quality resources sharing,hierarchical classification step-by-step development,the development of innovative applications mode,the carrying out a scientific evaluation and incentive measures,information technology will certainly be able to promote the balanced and quality development of compulsory education,and ultimately raise the overall quality and level of education.
