摘  要:社会对残疾人的态度经历了三个明显的转变:排斥与隔离、慈善救济、注重潜能发展。特殊教育由此呈现出从有限关注到人文关怀和行动支持的发展特点。继党的十七大提出"关心特殊教育"后,十八大报告提出"支持特殊教育",以实际行动支持特殊教育成为发展特殊教育的主题,这是国家对特殊教育可持续性发展的战略规划。这一规划预示了新时期我国特殊教育从人文关怀到行动支持的内涵式发展走向。弘扬人道主义情怀,制定《特殊教育法》,明确政策倾斜,构筑特殊教育"四位一体"支持网络是落实"支持特殊教育"的有效途径和保证。The attitudes of society towards disabled persons have undergone three distinct changes: exclusion/ isolation, charitable relief, and focusing on their potential development. Consequently, special education is de- veloped by paying attention to disabled persons to a certain extent, followed by humane care and enacted support. Based on "caring about special education," put forward in the report of the 17th CPC National Congress, "sup- porting special education" was illustrated in the report of the 18th CPC National Congress. Consequently, the en- acted support of special education has become the theme of the development of special education, as well as Chi- na' s strategic plan for the sustainable development of special education. This indicates special education' s con- notative development from hmnane care to enacted support. Therefore, carrying forward humanism, formulating the special education law and preferential policies, and building a network for supporting special education are effective ways to practice China' s strategic plan for "supporting special education."
