摘 要:随着人事制度改革的深入和高校教育事业的全面发展,大量的编外用工保证了教学与科研工作的顺畅开展,成为高校和谐发展中举足轻重的人力资源组成部分。本文通过对近几年高校编外用工所面临的困境与对其规范化管理的问题的剖析,根据《劳动合同法》的相关法律依据,就如何加强高校编外用工的科学管理,提出了新的管理模式。期望能对编外用工工作积极性的激发,促进高校稳定与和谐发展起到推动作用。Accompanied with a further reformation of the personnel system and a comprehensive development of higher education, a large number of supernumerary employment ensures that the teaching and research systems working smoothly, and thus becomes an important component of human resources as colleges and universities develop harmoniously. This paper analyzed the problems and difficulties arising from standardized management of supernumerary employment in recent years, and we presented a new management mode-to strengthen the scientific management of the supernumerary employmentbased on the "Labor Contract Law". We hope this new management mode can play a key role in promoting enthusiastic atmosphere of supernumerary employment, and facilitating the stable and harmonious development of colleges and universities.
