摘　　要：加强高校惩防体系建设是全面贯彻落实党的教育方针和反腐倡廉建设的重要内容。高校优质教育资源的富集有助于提升反腐倡廉教育实效,多学科的理论融合有利于支撑反腐倡廉制度体系建设,深厚的民主管理传统有助于推动制约监督体系的构建。新形势下,正确理解惩防体系建设的辩证逻辑,始终坚持预防与惩治"两手抓,两手都要硬"的反腐战略,筑牢拒腐防变的思想防线,健全权力运行制约监督机制,保持惩治腐败的高压态势,从而有利于不断完善惩防体系建设,保证高等教育事业的持续健康发展。The construction of Punishing and preventing corruption system is a major measure for the Party Building, it is an important guarantee to build a well-off society in an all-round way. They are preconditions of obtaining the actual effect in an- ti-corruption construction, such as, how to understand the dialectical logic of ＂Punishing and preventing corruption system＂ correctly, how to adhere to the prevention and punishment of anti-corruption strategies, and how to promote the anti-corruption mechanism by systems thinking.
