摘　　要：远程开放教育是素质教育的内在要求,而规范教务管理流程体系、加强教学过程管理与监控、实施素质教育教务管理的经济、组织、制度、师资保障将有利于进一步整合各类教学资源,从而确保学生学习支持服务系统的正常高效运行,提升学生的创新精神和实践能力,使远程开放教育成为构建终身教育体系的有力保证。Open and distance education is the internal requirement of quality education. Standardizing the system of educational management flow system, strengthening the management and monitoring of the teaching process, implementing quality education in educational administration, guarantee of economy, organization, institution and faculty will be conducive to further integration of the various types of teaching resources, thus to ensure the regular and efficient operation of learning-support service system for students, enhance the innovation spirit and practice ability of students, and hence enable open and distance education to become strong warranty for constructing lifelong education system.
