摘  要:实施"国培计划"项目示范引领、雪中送炭目标落实的关键是要提高培训有效性。"国培计划"中西部骨干教师培训项目实施应由因人设课转变为按需设课、由拼盘型课程内容转变为主题式课程、培训师资队伍组成应以兼职教师为主转变为专职教师为主,培训资源依靠外援转变为开发和利用本土资源等四个转变以提高教师培训的针对性、逻辑性、专业性和本土适用性。The key of implementation the 'national training plan' is to improve the training effectiveness. In order to achieve the goal of demonstration and guidance, the project for key teacher training of "national training plan" should be changed now. Firstly, the course should be for students rather than teachers to improve the teacher training applieability. Secondly ,for improving the teacher training logic, the course content should be change from the platter eurrieulum content to the thematic curriculum. Thirdly, in the structure of teacher team, the full -time teaehers should substitute the parttime teachers to play a major role to improve its professional skills. Fourthly, in order to improve its local applicability in the use of training resources, we should change the current situation depending on the foreign aid into developing and utilization the local resources.
