摘　　要：国家已把公派出国留学作为高层次人才培养的重要途径之一加以重点推进,"国家建设高水平大学公派研究生项目"实施历经六年,成效卓著,有效落实了"人才强国"和"建设创新型国家"战略,但仍存在一些问题亟待完善。文章总结该项目管理实施工作的得失,以期提高公派留学的效益,为今后该项目的科学管理与有效推进提供参考建议。The government-funded program for graduate study abroad has been taken as one of the important approaches to high-level talent cultivation in our country.＂The Government-funded Program for Graduate Study Abroad in the Construction of High-level Universities＂ has been implemented for six years and has gained outstanding results,thus having effectively enforced the strategies of ＂strengthening China through talents＂ and of ＂building an innovation-oriented country＂.However,the program still needs improvement.This paper aims to summarize the successes and failures gained in the management and implementation of the program so as to enhance the efficiency of government-funded programs for study abroad and to propose suggestions for the scientific management and effective promotion of such programs in the future.
