摘　　要：进入21世纪以来,国有科技企业在我国经济发展中日益发挥重要作用。通过认真分析国有企业人力资源管理所遇到的问题,从制度和环境两大层面对完善国有科技企业人力资源管理的路径进行了探析。In the 21st century, state-owned technological enterprises play an increasingly important role in economy develop- ment. Through careful analysis on problems of human resource management of state-owned enterprise, the paper was analyzed path selection of human resource management from two aspects of the system and environment.
