摘 要:教育政策内容分析是教育政策分析的起点,也是教育政策有效落实的基础。当前,各地的进城务工人员随迁子女异地高考政策在政策目标、准入政策和管理举措上进行了适度创新,但同时也存在一些问题:政策目标过于趋同性和愿景化,缺乏可操作性;政策对象模糊,对外来务工人员随迁子女的概念界定不明确;政策实施主体重心偏低,权责不清晰。为此,地方政府在政策实施过程中有必要进一步完善政策内容,即采用自下而上的方式设定具有操作性的政策目标、丰富政策对象的内涵和外延、完善监督问责和考核评价机制。Content analysis is the starting point of analysis of educational policies, as well as the basis of effective implementation of educational policies. At present, modest innovations have been taken in aims, access and management measures of local government's college entrance examination policy for migrant workers' children. However, there are some problems. For example, the goals are too convergent and lack of maneuverability, the objects are fuzzy, the concept of migrant workers' children is not clearly defined, the major implementers are relatively low, and the powers and responsibilities are not clear. Therefore, it is necessary for local government to improve the content of the policy in the implementation process: set operational goals based on the bottom-up approach, improve the connotation and extension of policy object, and refine the mechanism of supervision, accountability and evaluation.
