摘  要:近十年来,OECD职业教育政策理论开始出现重大转向。为"经济发展"服务之职业教育政策理论倍受人们诟病。人们越来越认识到职业教育本质、目标及选择直接关涉个人发展。为"个人发展"服务职业教育政策理论,是基于人权、可行能力和整体人发展的理论。"个人发展"职业教育政策理论,开始取代为"经济发展"服务之职业教育政策理论。In the last decade, it has appeared a significant division of interest in vocational education policies theory amongst OECD countries. The vocational education policies theory serving "economic development" is criticized by people. And people are more and more realized that the nature, objectives and choice of vocational education directly refer to in- dividual development. The vocational education policies theory serving "individual development" is based on the human rights theory, the capabilities theory and the integrated human development theory, and has began to replace the vocation- al education policies theory serving "economic development".
