摘 要:目的:了解上海出口农食产品企业遭遇的国外食品标签技术性贸易措施的总体情况,以期为积极应对国外农食产品标签技术性贸易措施提供技术支持。方法:采用整群分层随机抽样方法对上海市45家从事食品生产加工和流通贸易的企业在2007~2011年遭遇的食品标签技术贸易措施情况进行问卷调查,分析相关企业遭遇食品标签技术贸易措施情况和原因。结果:结果显示受调查企业在2007~2011年食品标签技术贸易措施引起农食产品企业直接和间接损失近700万美元,食品标签技术贸易措施主要包括过敏原(47.62%)、营养标签(42.86%)、原产地(42.86%)、版面格式(30.95%)、转基因(23.81%)、认证要求(21.43%)等。企业掌握的食品标签技术贸易措施的内容包括通用食品标签和营养标签比例为76.19%,过敏原、原产地分别占47.62%和38.10%,而认证标签、有机食品、转基因、辐照等标签掌握情况相对较低。结论:上海市内农食产品出口企业受到食品标签技术贸易措施的影响,相关企业和政府组织应当及时了解主要贸易国家食品标签法规的变化及更新,为及时规避发达国家的技术贸易措施,从而促进国际贸易顺利进行。Objective: To understand the general situation of technical trade measures on foreign food labelling encountered by agricultural food products enterprises and provide technical support to deal with the technical trade measures on foreign agricultural food product labelling. Method: A questionnaire survey of technical trade measures on food labelling in 2007-2011 was conducted in 45 enterprises engaged in the trade of food production, processing and circulation using a stratified random cluster sampling and the influence and causes of technology trade measures on food labeling encountered by related enteriprises were analysed. Results: The results show that direct and indirect losses caused by technological trade measures on food labeling is nearly $ 7,000,000, and the proportion of technology trade measures on food labelling on allergens, nutrients label, country of origin, the layout format, GMF label, certification requirements is as follows: 47.62%, 42.86%, 42.86%, 30.95%, 23.81%, 21.43%. The proportion of technological trade measures on food labelling of the general food label and nutrition label that enteriprises surveyed mastered are 76.19%, and allergen and country of origin accounted for 47.62% and 38.10%, while the certification label, organic food, GMF, irradiation label mastered accounted relatively low. Conclusion: The agricultural food products export enterprises in Shanghai were affected by the impact of technological trade measures on food labelling, relevant enterprises and government organizations should timely grasp updates and changes of regulations for food labelling of main trade countries, deal with technical trade measures actively and promote international trade.
